If the public sector less efficient, then why does it have marginal overhead relative to the private sector?

Curious when it comes to the public sector....a balanced budget, continuing to vote on raising its own debt spending cealing and increasing each years debt is why any marginal overhead is non existant. Read what the CBO concludes about the public sector budgets. If they don't spend all if not more than what each department was tax payer funded, they risk having it's next years departmental expenditures lowered. You have to spend all what you've been given in one year, in order to get at least that much if not more the next year.
