What comedian special is this?

a while back i saw a comedy stand up special on comedy central and i don't remember the name of the comedian or the special but i remember it was really funny and id like to watch it again. the comedians name might be bill or steven? something like that and i think the title was a question but im not sure and i only remember one joke where he said that there should only be like 35,000 people in the world and wen the superbowl comes around everybody can go. so can someone please try to help me find the name? either the comedians or the special will be great!
