You often hear characters on television (prime time) swearing horribly in foreign languages, is this legal?

Why can Radek Zelenka on Stargate swear in Czech or the crew of firefly swear in Chinese but not be censured? I heard an italian cook swear disgustingly on midday television without anyone noticing. Is this just some weird loophole in the ratings laws?
