What does "idealogically promiscuous" mean?

I would imagine it to mean that you don't really have an ideology of your own, so you go swinging wildly from ideology to ideology, identifying with whichever one is most convenient at the moment. Much as a ually promiscuous person sleeps with whomever is most convenient at the moment.
