Why do objects illuminated by moonlight lack color?

The cones simply are not stimulated enough to register the colour, so report no sense of colour to the brain. The rods on the other hand are more sensitive and pick up light at any wavelength in the visible range. As they work right across the range of light I suppose they have more chance of being stimulated too. There is colour, but the eyes aren't sensitive enough to register it.
