Can anyone write for me a letter in Bahasa Malaysia please?

I want to write to all the government department in Malaysia asking them to let me know the name of every top to low level officials, their direct telephone line number, their job function, their email addresses and hand phone number. I want to publish a directory in English so the Malaysian or foreign public will make contact directly with the respective government staffs instead of wasting money on telephone calls when their calls are put on hold by the telephone operators. Sometimes it takes 15-30 mins to reach the right staff to speak. I hope this directory will be handy. Can anyone wite for me a letter, please?
